SUMMARY OF THE RESOLUTIONS PASSED DURING THE SESSION OF THE MUNICIPAL COUNCIL – RAZGRAD, HELD ON 27TH DECEMBER 2007
(Protocol № 3)

        1. Defining a month salary for the Chairperson of the Municipal council, equal to 100% of the salary of the Mayor of the Municipality, without any additional remuneration;
        2. Defining basic month remuneration to the Mayor of the Municipality on total amount of 1 095 leva and additional remuneration according to the Internal Regulations;
        3. Defining basic month remuneration to the mayors of the mayoralties, as follows:

4. Defining additional remuneration to the mayors of the mayoralties;
5. Defining one-time additional remuneration on total amount of 25 % to the Chairpersons of the Municipal Councils in the mandates 2003-2007 and 2007-2013.

Resolution № 42 Nomination of members of the public Council for social assistance in the Municipality of Razgrad;

Resolution № 43 Establishment of committee for settling the housing issues of citizens with long-term house deposits;

Resolution № 44
1. Rejection of the proposed by the mayor of the Municipality planned costs on the treatment of the waste and maintenance of the cleanliness in the settlements;
2. The legal entities are exempted from waste fee for the amount of investments they have made for improvement of their activities in 2006 and 2007;
3. The Mayor of the Municipality is obliged to organize the expenditure of the resources as it is stipulated under point 1 and to secure the necessary revenues from waste fee on total amount of 1 890 000 leva.

Resolution № 45
1. Rejection of the report note from the Deputy-mayor Lyubomir Tsonev about defining prices for the service “Depositing waste on the regional depot for solid waste”
2. The Deputy-mayor is obliged to re-submit his report note to the Standing Committee for budget and finances and the Standing Committee for environment, agriculture, forestry, water and hunting farming along with precise calculations; information about the volume of waste deposited for the last five years; protocol of the committee under the Procurement Law which held the competition for operator of the depot and a comparative table for the exploitation costs by the operator.
3. The two Standing Committees on extraordinary sessions to submit to the Ministry of Finance the project of the municipal budget, concerning the revenues from waste fees and the costs for waste deposit.

Resolution № 54 Prolongation of a rental contract between Municipality of Razgrad and NGO “Centre for support of women”, village of Strazhets;

Resolution № 55 Establishment of free right of use on part of private municipal property, located on 1 “Ivan Vazov” Str.;

Resolution № 56 Giving authorization to the municipal company “Obshtinski pazari - Razgrad” JSC to prolongate the rental contracts for lands and premises;

Resolution № 57
1. Holding tenders for nomination of operators of bus-lines on municipal and republican transport schemes;
2. The Mayor of the Municipality is assigned to prepare the tender documentation;
3. Nomination of committee for holding the tenders;
4. Approval of the criteria for holding the tenders;
5. Approval of the evaluation and ranking of the submitted proposals;
6. Determination of the contract validity;
7. Determination of the price of the tender documentation.

Resolution № 59 Postponement of taking decision about transport schedule of bus line Razgrad – Getsovo;

Resolution № 60 Providing a public municipal property for establishment of sheltered house for people with moderate level of retardation in the village of Prostorno;

Resolution № 61 Rendering under concession of parts of public municipal property, located in the village of Balkanski and House Complex of “Orel” – Razgrad;

Resolution № 62 Prolongation of rental contracts about flats – private municipal property;

Resolution № 63 Remission of receipts due by Yordanka Stoycheva, village of Dryanovets;

Resolution № 64 Determination of “Hristo Botev” Secondary School for main user of school bus “ISUZU”;

Resolution № 65 Nomination of delegate to represent the Municipal Council-Razgrad in the General Assembly of the National Association of the Municipalities in the Republic of Bulgaria;

Resolution № 66 Postponement of the report note by the municipal councillor Dr. Rumen Tsankov about Municipal plan for development (2007-2013) and Municipal strategy for provision of social services (2007-2011).
