The mayor of Razgrad Municipality met scouts from Belgium
On Wednesday, the 7th of July, the mayor Dencho Boyadzhiev officially accepted the first groups Belgium scouts who are in Razgrad since the 1st of July. The mayor greeted them with a “Welcome” and met them with the economic and cultural-historical heritages of the town. 
The scouts are two groups. One is from Brussels (11 people), and the second comprising of 12 girls is from the town of Vervie. The group from Brussels works in the town park, jointly with Razgrad scouts at the Center for student, technical and scientific art in the initiative “Eco summer”. The other group participates in the excavations of the Archaeological Reserve “Abritus”. The young people are impressed by the hospitality of the Bulgarians and the cleanness of our town. The first group will stay in Razgrad until the 9th of July, and the second until the 10th of July, after which they will depart for Varna. Three other groups of scouts will follow who will arrive in Razgrad on the 14th, 27th an 29th of July. The arriving on the 14th of July will work in the village of Poroishte for the recuperation of the church “Saint Marina” and will participate in the culinary competitions of the Fair of the Yoghurt and the Festival of the folk traditions and crafts. They will become the “godfathers” of the Razgrad scouts. The other two groups will work in Poroishte and Pobit Kamak. The mayor Dencho Boyadzhiev exchanged presents with the leaders of the groups and wished to all a fruitful and filled with pleasant experiences staying in Razgrad. 08.07.2010 ã. |

Meeting with the mayors of the settlements
On Wednesday, the 7th of July, the leadership of Razgrad Municipality conducted a working meeting with the mayors of the settlements in the municipality. Dencho Boyadzhiev met his colleagues with the variants of the anti-crisis measures, which the municipality plans to introduce in the second six-month term of 2010 in connection with the forthcoming actualization of the budget. The mayors received a schedule for the exchange of burned out lamps and were informed that in connection with the numerous thefts of brass there will be a replacement with aluminum such. Until the 16th of July the mayors have to present proposals for refurbishment of the streets of the settlements. On the meeting were discussed also questions connected with the cutting of the grass areas, limiting the costs for street lighting and the supply with wood for heating. 08.07.2010 ã. |

Razgrad Municipality organized mass swimming of the “Pchelin -2” dam
Ragzrad Municipality, along with the Bulgarian Red Cross, the District management “Citizen protection” and the District club for soccer, volleyball, physic culture and sport, organized a mass swimming of the dam “Pchelin-2” on the 8th of July /Thursday/ from 17,00 o’clock. The program of the initiative includes demonstrations at water saving and swimming of different distances of the dam /25, 50, 250 and 500 meters- two times on the wide of the dam/ with a style of an own choice for men and women without restrictions in the age limit. The children have to be with a teacher, parent or an accompanying person with a declaration for an informed assent. Each participant in the swimming will receive a diploma and a t-shirt. The award fund, which is in the amount of 400 BGN, is provided by Razgrad Municipality. Razgrad- host of the third National children festival “Star way”
For a third consecutive year Razgrad will be host of the National children festival “Star way”, which will be conducted on the 3rd and 4th of July under the patronage of the mayor Dencho Boyadzhiev. Organizers of the event are the Union “Future for Europe”, Razgrad Municipality, Municipal cultural center and the Directorate of the Ministry of the Interior Razgrad. The festival is conducted under the motto “Children art for traffic safety” as its goal is the encouragement of the creative inclinations of children with gifts who have shown their skills in the area of art and their engagement with a socially important and actual cause which is the traffic safety. Application for participation have presented over 200 children from Veliko Tarnovo, Botevgrad, Varna, Sofia, Balchik, Shoumen, Targovishte, Kaspichan, Rousse, Polski Trambesh, Gorna Oryahovitsa, Zavet, Razgrad and others. The festival program includes competitions for popular song and for dances, as well as competitive plays and a questionnaire for traffic safety. The competition programs start from 11,00 o’clock on the 3rd and 4th of July in the Municipal cultural center. The official opening of the festival is on the 3rd of July from 18, 00 o’clock. The awarding, the gala concert of the winners and the concert of Petya Buyuklieva are on the 4th of July from 17,00 o’clock.

Good practice for the leisure of the students during the Summer vacation- Eco summer 2010
For thirteenth consecutive year over 200 students from Razgrad will make sense of their leisure during the summer vacation and will participate in the initiative Eco Summer. It includes working activity, which engages the participants with concrete tasks for a better town milieu and upbringing of a careful attitude toward nature. Organizer is the Center for students’ activity and creative work. The means, assured by Razgrad Municipality are on the amount of 5 thousand BGN. With part of them are bought materials and t-shirts for the participants, as well as medicines for the providing of medical assistance. The main part of the sum is divided in money awards according to the worked out days. 
The opening of Eco summer 2010 will be on the 1st of July from 9 o’clock in the Center for scientific technologies and creative work. The participants whose parents have presented statements are from 5th till 10th grade. The signed in for the first shift are 108, for the second shift- 92, and for the third shift the signing in will finish on the 15th of July. On tradition each shift will finish with the Children academy at safety, organized by the District directorate of the Ministry of the Interior in a partnership with the Bulgarian Red Cross. 20 years School of art “Rainbow” at the Center for work with children
On Friday, the 11th of June, with lots of guests, flowers , music, beauty and a big cake, a present form the mayor of the municipality Dencho Boyadzhiev the School of art “Rainbow” at the Center for work with children commemorated its 20 birthday in the Municipal cultural center. The beauty came from the works of the little artists- drawings, won national and international competitions during these 20 years were ordered in the lobby. This day was also the last working day for the manager of the school Yordanka Stoyanova. With warm words of gratitude especially toward her turned the mayor Dencho Boyadzhiev by wishing her for the future to be lively, self-giving and to live with the spirit of the works and the love of the children. 
For the time since 1990 up until now in the school “Rainbow” were educated over 200 children from 4 up to 14 years old. Under the skillful management of mrs. Stoyanova – a long-time teacher and exemplary pedagogue, the children learn the magic of the art and the secrets of the different types of techniques, showing their abilities and gifts in unrepeated working milieu. Tens are the high awards and distinctions, which the children from the School won on international, national, district and municipal competitions for children workings. The school is a bearer of Diploma of the Ministry of education and science during 2001 for active creative work and of three golden and two silver medals from the first session of the International assembly “Flag of peace”-2003. A meeting of the Municipal council at social assistance at Razgrad Municipality
On the 11th of June 2010 in Razgrad Municipality was conducted a meeting of the Municipal council at social assistance. On the meeting were present directors and managers of social services and representatives of the NGOs. The meeting was conducted at the following agenda: 1. Information for the unemployment in the municipality and the realization of the Programs for employment and the measures at the National employment plan. 2. Information for the changes in the law for social assistance, the Law for integration of the people with hindrances and the rules for their applying. 3. Information for the undertaken from Razgrad Municipality actions at the realization of National strategy “Vision for the deinstitutionalization of the children in the Republic of Bulgaria”; 4. Information for the social services in the municipality and the forthcoming for report and planning social services on a district and municipal level. According to the data of the directorate “Labor Bureau” Razgrad, the registered unemployed in the municipality at the end of April are 2945. Among theme there are 104 with decreased working ability. Long-term unemployed (with a stay in the bureau for over a year) are 1035. 1701 are women from the total number of the registered unemployed. Those who started work in the period are 596. For the period of 2010 at a level of unemployment Razgrad takes the seventh place out of 28 district centers. The director of the directorate “Social assistance” Razgrad notified those who were present for the changes, connected with the persons, receiving monthly social assistance. According the changes in the Law for social assistance the person have to work for a term of 14 days 4 hours a day, in which they execute common useful labor and are insured with the insurance “Accidence” at the order of the Insurance codex. In unit social services of the Law for social assistance is developed a mechanism for the development of district and municipal strategies, programs and yearly plans for the development of social services. As it is a long period, the director of the Directorate “Social assistance” offered, with the aim of fulfilling the needs of a bigger numbers of customers, to be increased the capacity of the Center for rehabilitation and social integration Razgrad and the Center for public support Razgrad. At data of the chief of department “Social activities” in Razgrad municipality, the first steps in the municipality are undertaken: the Home for children deprived of parental care is closed as the children are set in the newly built Center for accommodation from family type in Razgrad. It is being worked on the development of Protected home in the village of Prostorno for the children reaching adulthood from the home in Prostorno. Forthcoming is the preparation of total evaluation of the needs of the children not only in the Home in Prostorno, but in all Homes in Bulgaria. After the preparation of the evaluations, the municipalities will make an analysis of the needs for the opening of residential and services in the community in order to be ensured to each child alternative service in family or close to family milieu. The chief of sector Social activities announced that at the moment the municipality has a big need from the opening of a crises center as to the realization of the children protection and the families at risk of the same at the moment can not be given adequate protection. On information of the deputy mayor of Razgrad Municipality fort comes the preparation of an analysis and planning of the social services on district and municipal level. The analysis of the municipal level is prepared by the municipalities with the cooperation of the Directorates “Social assistance” and the municipal councils and is accepted by the municipal councils. For the municipality to be able to plan social services responding to the needs is necessary all organizations and institutions having relation as well as juridical bodies with non-economic goal working in the sphere of social services to present until 25.06.2010 a motivated proposal for the opening of social services in the department “Social activities” in Razgrad Municipality. On the meeting were taken the following decisions: 1. To be supported the proposal for increasing the capacity of the Center for integration and social rehabilitation “Emiliyan” Razgrad and the Center for public support Razgrad and to be introduced the proposal for the opening of a Crises center. 2. For the municipality to be able to plan social services responding to the needs is necessary all organizations and institutions having relation as well as juridical bodies with non-economic goal working in the sphere of social services to present until 25.06.2010 a motivated proposal for the opening of social services in the department “Social activities” in Razgrad Municipality.

Dencho Boyadzhiev met the new General consul of the Republic of Turkey in Bourgas
On the 9th of June 2010 the mayor of Razgrad Municipality Dencho Boyadzhiev met the General Consul of the Republic of Turkey in Bourgas Sibel Erkan. The newly appointed diplomat was here on an exploring visit in order to state her intentions for cooperation. The mayor Dencho Boyadzhiev met mrs. Erkan with the social- economic development of the municipality and the perspectives for the development of the town. He invited the guest to visit again the town during the Yoghurt Fest in July in order to introduce her to the cultural historical heritage of the municipality and stated that Razgard cooperates since ten years with the town of Avcilar (Turkey). 
„The neighboring countries have separate and strategic importance. For me is an honor to be in a country neighboring to mine because I feel home in this way. In regard of its historical relating connection which is a priority for the interrelations between the two nations I believe that the two countries could invest in each other”, stated the diplomat. The encouragement of the trade exchange, tourism and the strengthening of the bilateral relations were among the main topics discussed on the meeting. Mrs. Erkan who is for a second time in Razgrad after her appointment in the General Consulship in Bourgas in the last year is impressed by the mosque “Ibrahim Pasha” and the beauty of the Bulgarian nature. Razgrad commemorated the Day of Botev
With presenting of wreaths and flowers, today the 2nd of June, in front of the monument of Hristo Botev in the Town park was commemorated the 134 anniversary from the death of the great poet and revolutionary Hristo Botev. On the common town requiem were present the mayor Dencho Boyadzhiev, the deputy mayors Kina Dyakova and Lyubomir Tsonev and the deputy district governor Galina Georgieva-Marinova. 
In a token of honor to the passed away for the freedom and independence of Bulgaria in 12.00 sounded sirens.

Razgrad Municipality started new project
Razgrad Municipality in a partnership with 10 organizations from the country members of EU, started its participation in a multinational project “The role and engagement of the local authorities in the employment level increase (SolidarCity)” on the Operational program for interregional cooperation INTERREG ²VÑ. The project is with duration 36 months and is on the total amount of ˆ 1 523 100, 00 (the budget for Razgrad Municipality is ˆ 71 500,00). From the 3rd to the 5th of June 2010 in Athens (Greece) will be conducted the first of the totally foreseen six meetings of the partners, included in the project. On it will be signed the Partnership Agreement and will be approved the inner rules of the project. On the meeting in Athens Razgrad Municipality will be represented by eng. Tsenka Tarakchieva- deputy mayor and Velichko Kolev- chief expert in the department “Programs and projects”. It is expected the execution of the project activities to lead to motivation, mobilization and encouragement of the local and regional authorities and the citizen community for the increases of the level of employment through the distribution of publications in the press , brochures, bulletins, and guides for good practices in English, Romanian, Greek, Finnish, and Italian languages; to be improved the efficiency of the policies for the regional authorities and citizen community for the employment level increase; to be conducted pilot experimenting of the interrelations between the regional and local authorities and the citizen community and groups of people for the elimination of problems and the creation of more and better work places. 01.06.2010 ã. |

Dencho Boyadzhiev awarded distinct students from the municipality
As a tradition on the 24th of May distinct students from Razgrad municipality taken leading places on district and national competitions and Olympiads were greeted and awarded by the mayor Dencho Boyadzhiev. 119 young students received web cameras with headphones and microphone. The mayor wished them health, new bigger successes and to continue to glorify Razgrad and to grow as honorable citizens of the country.

Students for the resource center along with their teachers Veneta Ivanova and Ivanka Yanakieva greeted the mayor Dencho Boyadzhiev on the occasion the Day of Bulgarian enlightenment and culture and Slavic literacy – the 24th of May. 
 „In the day of the words, knowledge and spirituality we wish You hope, optimism and successes! There is nothing more beautiful than the high spirit and nothing stronger than the knowledge! Happy holiday!” is said in the message, which the children delivered to the mayor.

In the frames of the may holidays of culture in Razgrad on the 18th of May were opened joint photo exhibition of the Razgrad architects and exhibition Razgrad in the Regional historical museum dedicated to the 24th of May. 
 
  In the Municipal cultural theater was conducted the premiere “Zmeyova svatba” of the Youth formation for theater “Impulse” at the National library “Razvitie 1869”. 
In the hall of the Razgrad Phil harmony sounded the music of Beethoven on the occasion of the 240 anniversary from his birth with soloist Bozhidar Noev and conductor Georgi Themshirov.

Award for ensemble “Kapanska kitka” The ensemble for authentic folklore “Kapanska kitka”- Getsovo received an award for authenticity and scenic presence in the Festival for tourist animations and entertainments, which is conducted in parallel with the sixth tourist exhibition “Weekend tourism 2010” Rousse from the 13th to the 15th of May. The ensemble presented animation product “Old kapanska wedding”, representing authentic kapanska wedding and the separate stages for its preparation- ritual bread baking and preparing the couple for the event- shaving of the lad, veiling of the bride, meeting of the bride by the mother-in-law. The participation of Razgrad Municipality underwent under the confirmed motto “Razgrad – unknown land”.

55 years musical school The musical school “Iliya Burnev” at the National library “Razvitie 1869” commemorated today the 55 years from its creation. Ex and current alumni of the school, among who the soloist of band “Mastilo” Victoriya Terziyska, will participate in the concert, which starts from 18 p.m. in the Municipal cultural center. An hour earlier in the lobby of the building will be opened a retrospective exhibition from photos, documents and belongings representing the 55-year history of the school. Each year in it are trained 150 children. Among them are the world-known violin player Vanya Milanova, the composer Krasen Ivanov and the folk star Jena.

Razgrad commemorates the day of the Bulgarian sport For fourth consecutive year Razgrad will commemorate the 17th of May- Day of the Bulgarian sport and professional holidays of the working in the sphere of sport. The sport holiday is organized by Razgrad municipality and the Regional inspectorate at education Razgrad with the cooperation of the sport club at basketball “Ludogorets”, the sport club at wrestling “Lyutvi Ahmedov”, the sport club at bow-shooting “Antibiotic”, Municipal club for football, volleyball and sport and sport club at boxing “Olimpiya”. Prepared is a rich program of events for sportsmen of different ages. On the 17th of May in the sport complex for bow-shooting will be conducted tournaments at volleyball, basketball, soccer and bow-shooting. The winners will receive material awards from Razgrad Municipality on the total amount of 1 600 BGN. On Monday, 17th of May, from 14,00 to 18,00 o’clock Razgrad Municipality ensures access for the citizens to the sport equipments on the territory of the municipality where they can practice their favorite sport under the guidance of specialists. The 17th of May is pronounced for the Day of the Bulgarian sport and professional holidays of the working in the sphere of sport with a decision of the Ministry council from 03.08.2006. In the frames of the program for
commemorating of the 65th anniversary from the victory over fascism and the
end of the Second World War Razgrad municipality presents the author
photo-exhibition of the photographer Alexander Shirobokov, a friend of
Razgrad from the town of Orel, Russia. The exhibition is composed of 11
photographic posters with attached annotations. In them the author presents
the history of the war in a deeply spiritual way. This is nature mort of the
personal belongings of the passed away in the battle for the Kursk rainbow

 Today, the 27th of April, on a solemn ceremony in Razgrad Municipality was bestowed the honorary sign “For contribution to the local self-government” to Atanas Velchev Atanasov for long years of work and deserts in the local self-government.Atanas Velchev works since 1974 in the system of the executive power as a deputy chairman in the executive Committee of the Municipal peoples’ council and chairman of the Commission at social activities at the Municipal peoples’ council until his retirement in 1990. Pedagogues from Razgrad will participate in the international conference in preschool upbringing Four directors of the
kindergartens from Razgrad will participate in the international scientific
practical conference on theme “Contemporary tendencies n the preschool
upbringing”, which will be conducted on the 22nd and 23rd of April in Sandanski.
The participants will present their elaborations in four sections: research
activity, practical ideas and qualification practices. During the conference
will be conducted a discussion on theme: “Are we ready for the new priorities?
What does the preschool upbringing need?” The materials from the forum will be

The spring hygiene started From the 19th to the 25th of
April 2010 in Razgrad municipality will be conducted the traditional campaign
for spring hygiene of the settlements. Conducted is a review of the
micro-regions in the town and is made an identification of the problem
territories, which will be object of a more massive cleaning in this period.
Created is the necessary organization for the riding of the wastes. Jointly with
“Sheele” Ltd. and “Parkostroi” will be cleaned the dirty areas in the outskirts
of Razgrad, will be placed 120 new baskets for wastes, will continue the
activities of washing the street lanes in the town. Provided is also planting
material for the street grassing and spring flowering. For the campaign are

Teachers from Razgrad will participate in the scientific-practical conference with international participation in Sofia Fifteen teachers form Razgrad
will participate in the scientific-practical conference on a theme: “The
dialogue between the generations and the public structures through the school
institution”, which will be conducted on the 16th and 17th of April in Sofia.
Scientific leader of the forum is d-r Neli Ivanova from the Sofia University
“St. Climent Ohridski”. Organizers of the event are the High School “Bacho Kiro”,
the Ministry of education, youth and science, the Regional inspectorate at

Dencho Boyadzhiev, Dobrin Dobrev and Kina Dyakova will participate in training of project for strengthening the institutional capacity in the sphere of social activities On the 14th and 15th of April in Sofia the mayor Dencho Boyadzhiev, the representative of the municipal council Dobrin Dobrev and deputy mayor Kina Dyakova will participate in training of selection representatives in the frame of a project of the National association of the municipalities in the Republic of Bulgaria, financed from the embassy of the Republic of France on theme: “Planning and management of social activities- strengthening of the institutional capacity”. The goal of the training is the assisting at the defining of the directions for change in the social policies of the municipalities and at the planning of the social activities. The participants will have the opportunity to get to know the French model for planning, management and financing of the social policies of competent French experts. On the 15th of April is foreseen a meeting with the social minister Totyu Mladenov and with representatives of the Ministry of Labor and social policy on theme” Social responsibility to the citizens- common duty of the central and local authorities”.
